Public involvement, participation and engagement

All Health and Care Research Wales activity is underpinned by the belief that the people of Wales have a key role to play in improving the quality and relevance of research.

We want to create an environment in which all health and social care research that takes place in Wales happens with the public, for the public.

Ambitions

A key priority in the Health and Care Research Wales Strategic Plan is the need to facilitate and enable wider public involvement, engagement and participation in health and social care research.

We aim to:

  • develop a greater public awareness and understanding of research and its benefits;
  • create an environment where the public feel empowered and enabled to become involved with or take part in research;
  • ensure members of the public in Wales have opportunities to engage with, be actively involved in, and take part in research;
  • establish Wales as a centre of excellence for active and meaningful public involvement and engagement in research.

How we will achieve these ambitions

We will realise these ambitions through the coordination and development of a joined up approach to public involvement, engagement and participation. Central to this ambition are interrelated components:

Health and Care Research Wales Public Delivery Board

Oversight of our ambitions will be delivered by the Health and Care Research Wales Public Delivery Board.  

The Public Delivery Board will provide strategic advice to Health and Care Research Wales in relation to the public’s role in health and social care research. The Board will act as the champion of public interest in the direction, design and conduct of research in Wales.

The Public Delivery Board is chaired by an independent member of the public and members of the public form the majority of its membership.

Core Principles

The advice that the Public Delivery Board provides will inform, and be informed by, a set of core principles which guide and shape our public involvement and engagement activity.

Programme of Activity

The Public Delivery Board is also responsible for overseeing and driving an overarching programme of work to facilitate high-quality public involvement, engagement and participation with health and social care research.

The programme of activity is based around five inter-related themes:

  • Public Awareness: raise awareness and understanding of research and ways to be take part / be involved
  • Public Prioritisation and Agenda Setting: ensure the public are able to contribute to prioritising research
  • Cultural Change: facilitate cultural change so it becomes the norm and embedded as good practice
  • Central Support: provide effective support to facilitate high-quality involvement and engagement
  • Enhancing the Evidence Base: highlight the value and impact of involvement and engagement

The programme comprises the activities, projects and actions that will be put in place to achieve our long-term ambitions.

This activity constitutes what we need to do in order to bring about the changes we want to see and aims to enable us to move from where we are now, to where we want to be.

Health and Care Research Wales Support Centre

It is essential to ensure sufficient and appropriate central support for public involvement and engagement in research.

Central support for our vision will be provided by the Support Centre who will provide high quality guidance, resources and training for researchers, the public and health and social care professionals across Wales.

It will also continue to support the Involving People Network, for those wishing to be involved and engaged in research.

Embedding involvement and engagement

Health and Care Research Wales supports and encourages public involvement and engagement across all its funded activities, with the aim of making involvement and engagement ‘core business’:

  • Our Research Centres and Units are required to develop and implement public involvement and engagement plans as part of their work programmes.
  • Researchers applying to Health and Care Research Wales funding schemes are required to demonstrate public involvement in their applications.
  • Public members are included on all Health and Care Research Wales funding panels and decision-making panels.

HealthWise Wales

HealthWise Wales will help to raise awareness and understanding of health and social care research in Wales, and is an open invitation for all members of the public to take in a research study.

It will ensure the public have an equal and active role in identifying and shaping research priorities and issues to be explored, designing studies and providing data for analysis.
