Health and Care Research Wales provides an infrastructure to support and increase capacity in research and development, runs a range of responsive funding schemes, and manages resources to promote, support and deliver research.
In order to effectively and efficiently monitor and manage this broad range of activity, a performance management framework has been developed.
This framework has been designed to demonstrate not only the amount of activity that is undertaken, but importantly also capture the high-quality impact of that activity.
This framework is essential in order to be able to monitor the performance, assess the impact and demonstrate the success of Health and Care Research Wales.
These documents describe the basis for and structure of the performance management of Health and Care Research Wales:
The Health and Care Research Wales Strategic Plan 2015-2020 underpins the performance management framework. Progress against the six strategic aims and objectives outlined in the Plan will be measured and monitored by a series of key, high-level indicators.
These indicators measure quantity and quality, including public and patient benefit and economic growth. They have been chosen as the principal indicators that cover the diversity of all Health and Care Research Wales activity and allow Health and Care Research Wales to measure progress and demonstrate success against its strategic aims and objectives.
Alongside these primary indicators of success, a wider range of more detailed performance measures will be collected on an on-going basis for each Health and Care Research Wales policy area. These will measure both quantity and quality and be used for contract management and monitoring purposes.
It is vital to demonstrate the quality of activity that takes place within Health and Care Research Wales and, importantly, the difference this makes to the people of Wales. Therefore, a key focus of assessment is concerned with impact.
To effectively and systematically capture the quality and impact of activity across the breadth of Health and Care Research Wales, all relevant elements of the funded infrastructure will be required to complete Impact Templates. These templates allow for the collection of impact case studies and provide context and a narrative to activity.
It is also necessary to assess the impact of Health and Care Research Wales as a whole. To achieve this, an overarching impact Template will be completed by the R&D Division within the Welsh Government that summaries and assesses the work of Health and Care Research Wales in its entirety.
The data provided for each of the indicators will be published on the Health and Care Research Wales website in line with the frequency of data collection. All completed impact templates will also be published on the Health and Care Research Wales website following assessment of them. An annual progress report of all Health and Care Research Wales activity will be published on an annual basis.
